To embark on this intriguing quest, navigate to the Dining Room of Brannof Hall, conveniently located just off Brannof Boulevard. This street is easily accessible from the Town Square, ensuring a quick journey from the Training Grounds.

Engage with Cohen in the dining room, who will enlighten you about the missing shipment of weapons critical to the Brannof family's needs. As a devoted town guard, you're the perfect candidate to aid in their recovery.

Before departing, remember to revisit Cohen; he'll provide you with two essential leads. Missing this step means a return trip later.

How to Complete The Lost Shipment Quest

To tackle this mystery, you'll need to follow two investigative paths as suggested by the Brannof Hall noble.

Before you start, ensure you remove any gear that identifies you as a Town Guard to avoid suspicion and facilitate open conversations.

Talk to Captain Shirker on The Vincible

Captain Shirker awaits aboard his ship, The Vincible, docked in the southeast part of town.

Upon meeting the Captain, he'll invite you for a meal at The Delectable Dab near Town Square. Enjoy some food and casual conversation before steering the talk towards the missing weapons. Captain Shirker will disclose that he entrusted the weapons to a man dressed in a blue waistcoat.

Head to the Town Square and locate the Man in a Waistcoat in the corner.

Conversing with him reveals that a weapons dealer named The Illusion possesses the plumbatae. The man suggests a cunning plan: impersonate someone called Sam to get a glimpse of the weapons. The catch? Sam sports a monobrow, so you'll need one too.

Make your way to Old Street West and consult the hairdresser about growing a monobrow. This unique request will cost you 8 Silver and 280 Copper.

With your disguise in place, you're ready to pursue your second lead at The Hooked Hand.

Your next stop is The Hooked Hand, a restaurant just around the corner from Eel Street.

You might need to chat with several patrons before finding a cooperative one, who will direct you to The Frequently Fresh Fish Stall.

The stall is located just beyond the Eel Street Bridge. The Fishmonger there will inform you that catching a Fetid Flounder from the Overgrown Pond is necessary to place a secret weapons order. To catch this elusive fish, you'll need to reach Level 25 in the Fishing Skill.

Once you've successfully caught the Fetid Flounder, craft a note using Quill and Ink, and Paper, which can be found on Lord Brannof’s desk in Brannof Hall. Interact with the note in your Quest Inventory to conceal it within the fish.

Deliver the Fetid Flounder to the Fishmonger at Frequently Fresh Fish and discreetly observe from behind a nearby bush to see who purchases it.

Follow the Stranger

After purchasing the Fetid Flounder, the Furtive Stranger will hastily depart. Tail him down Willhope Crossing to Monab Row and knock on the door.

Ensure your monobrow is visible by removing any Guard armor or helmets. Introduce yourself as Monobrow Sam to gain access. Upon confrontation, you'll need to defeat the thief, who is Level 30, in combat. Make sure you're adequately prepared for this challenge.

Once victorious, retrieve the Plumbatae from the chest and return them to Brannof Hall, successfully concluding The Lost Shipment quest in Brighter Shores.
