The phrasing of the letter doesn't significantly impact the outcome. After writing, the miners may attempt to harm you; a successful Speech check can defuse the situation.

Should You Betray the Miners?

You have the option to turn the miners over to the baliff. While this yields a quick 100 groschen reward, it's not the optimal solution and prematurely ends the quest. A better approach involves delivering the letter to Markold.
